What is COSTARS?
COSTARS is Pennsylvania’s cooperative purchasing program. The COSTARS program provides registered local public procurement units, as well as state affiliated entities and suppliers a tool to find and do business with each other effectively through the use of a contract established by the state Department of General Services.

COSTARS purchasers can look up COSTARS vendors online, and solicit each other for business. In essence, approved vendors are specially vetted by the commonwealth so each individual purchaser doesn’t have to do that heavy lifting.
